On 29th March 2013, the US Environmental Protection Agency (EPA) issued the final version of its 2013 Vessel General Permit (VGP). The VGP, which applies to all US waters, will become effective on December 19, 2013 (when the current permit expires). The new VGP states that “All vessels must use an Environmentally Acceptable Lubricant (EAL) in all oil-to-sea interfaces, unless technically unfeasible.”
